LOTING MILITAIRE DIENST

MILITIEREGISTERS
In het kader van Blaricum 1840 zijn ook de militieregisters opengetrokken. De
lotingslijsten zijn o.a. een graadmeter voor de gezondheidstoetand van de
toenmalige jongemannen. Op deze lijsten werden de persoonlijke gegevens van
de lotelingen vermeld. Iedere mannelijke inwoner van 19 jaar werd eerst door
het gemeentebestuur op een zogenaamde Alphabetische lijst gezet. Nadat deze
was goedgekeurd door de militiecommissaris, werd met de loting begonnen. In
1840 namen daaraan deel in Blaricum, zeven jonge kerels geboren in 1821 en
zes die enkele jaren ouder waren. de laatsten waren ingeschrevenen van
vroegere classe , die eerder tijdelijk uitstel gekregen hadden. Deze openbare
gebeurtenis werd geleid door de militiecommissaris.Hij nam bedrukte biljetten
met de cijfers 1 t/m 13 en zette daar zijn paraaf op. De loten werden opgerold
en in een fles gedaan. In alfabetische volgorde moest de loteling een lot trekken.
Het nummer werd met luide stem afgeroepen. Na de loting werd van de
jongelieden de lengte en het signalement opgenomen. Samen met de eventuele
redenen van vrijstelling werd dit in het register opgetekend. Reden tot vrijstelling
was: Lengte kleiner dan 1,55 m, het hebben van gebreken, enig wettig kind zijn,
broederdienst enz.
Uiteindelijk werden van de vier goedgekeurde Blaricummers er twee ingeloot.
Van deze twee ging alleen Lambert Vos in militaire dienst. De ander, Meeuwis
Raven, kocht een remplacant. Bij de Hilversumse notaris Perk werd hiervan een
akte opgemaakt. Zo'n plaatsvervanger was een dure klant. Meeuwis betaalde en
Jan Does nam zijn dienst over. Dat jaar waren er naast Meeuwis nog tien anderen
uit de omgeving die bij Perk zo'n akte lieten opmaken. Een van hen kocht een
remplacant voor zijn rijkeluis zoontje Jan Reinoud. Trots staat in de akte vermeld:
"de Hoog Edelgestrenge Heer Meester Jan Corver Hooft, Staatsraad, lid van de
Staten Generaal, gedomiliceerd op de Hofstede Gooilust te 's Graveland".
Ondanks zijn dure naam en functie, betaalde hij slechts f 210.-. Het hoogste
bedrag van f 400.- werd betaald door de kastelein van het Polderhuis te
Weespercarspel. De meeste remplacanten waren Hilversumse wevers, die dit
handgeld naast hun soldij ontvingen. Ter vergelijking, een Blaricumse boerderij
kostte toen f 500.-.
GEEN GELD, GEEN ZWITSERS
Het leger van koning Willem I probeerde vrijwilligers te werven in binnen- en
buitenland. De voorvaders van Willem hadden daarmee succes tijdens de Gouden
Eeuw. Nu waren de pogingen tevergeefs, want er werd slechts een schamel
handgeld van f 30.- geboden. Willem's Zwitserse regimenten werden ook te duur
en daarom eind 1828 ontslagen. Ten slotte verlieten in 1830 de Zuid Nederlanders
(Belgen) massaal het leger. Bij de bevolking was het leger niet populair. Buiten
enkele adelijke families, die traditioneel hoofdofficieren leverden, ging wie
betalen kon niet in militaire dienst. Er werd zelfs geknoeid met de loting en men
sloot onderlinge verzekeringen af om een remplacant te kopen. Die houding had
niets te maken met pacifisme, maar als gevolg van twee eeuwen Staats huurleger.
Enkele stadhouders hadden een voorkeur voor hoofdzakelijk Duitse, maar ook
Schotse en Zwitserse huurlingen. De officieren kwamen voort uit militaire adel uit
Duitsland, Frankrijk en Engeland. Het leger wortelde niet in de samenleving en
had in 1830/1840 nog een slechte naam. Napoleon had daar met zijn Grande
Armee ook aan bijgedragen. Minstens een Blaricummer, Lambert Willemsz Vos,
kwam om als Garde solde . Juni 1812 overleed hij in het Binnengasthuis te
Amsterdam.
DE BELZE OPSTAND
Zelfs arme Blaricummers namen een remplacant. Van 1828 t/m 1841 moest dertig
man in dienst, daarvan kochten er twaalf een plaatsvervanger. Mogelijk was dit
ook het gevolg van de Belze Opstand van 1830 en de nasleep tot 1839. De
nationale begeestering in Noord Nederland ging gepaard met een golf van anti-
te zijn voorgekomen. Begrijpelijk dat Blaricumse boerenjongens niet het
(kortstondige) enthousiasme konden opbrengen als de studenten van de
weerbaarheidscorpsen. Als gevolg van de Belgische Opstand werd het Noord
Nederlandse leger samengetrokken in het kamp van Rijen. (tussen Breda en
Tilburg) Van hieruit begon in augustus 1831 de Tiendaagse Veldtocht. Eerder
waren er al schermutselingen gewest en ook de legering eiste slachtoffers. De
Blaricummer Teunis Vos, stukrijder bij de veldartillerie, overleed 27 mei 1831
te Breda. De voormalige schaapherder verruilde zijn Grote Stille Heide voor de
Eeuwige Jachtvelden. Triest was, dat Teunis als enige onwettige zoon in dienst
moest, terwijl iedere enige wettige zoon vrijstelling kreeg. Verder stierven nog
twee Blaricummers, de infanterist Jan Vos in 1838 en Jan Heerschop in 1830.
Misschien overleden er in die periode meer Blaricummers in militaire dienst.
Het register houdende notulen van vergaderingen van de Municipaliteit, later
Raad 1803-1844 geeft geen uitsluitsel. Nergens staat een vermelding of
opmerking over het overlijden van Blaricumse soldaten tijdens deze periode.
Wel staan er vreselijk veel artikelen in over belasting op alles en nog wat ... en
de boeten ... Dan te bedenken hoe bombastisch men kon reageren op van
Speijk's: "Dan liever de lucht in!"
LEVENSKANS
Blaricum had destijds een honkvaste, katholieke bevolking. Het bevolkingsregister
bestond nog niet, wel was praktisch iedereen ingeschreven in het doopboek. Uit
de lotingslijsten is ongeveer af te leiden hoeveel geboren jongetjes hun negentiende
jaar haalden. Als onderzoek is het doopregister van 1816 t/m 1822 vergeleken met
de lotingslijsten van respectievelijk 1835 t/m 1841. Er komen voor: 96 dopelingen
tegen 44 lotelingen, er ontbraken dus bij de loting 52 jongens. 31 Dopelingen waren
overleden en 10 waren onvindbaar. 11 Dopelingen stonden na hun 19e wel in het
eerste bevolkingsregister van 1850. Mogelijk waren een aantal van deze jongemannen
elders als knecht werkzaam en hadden aldaar geloot. Van de Blaricumse lotelingen is
het signalement opgetekend. Dat wil zeggen: vorm van het hoofd, kin, neus, mond en
de haarkleur. De lengte is wel, maar het lichaamsgewicht is niet opgenomen.
Opvallend is de kleine lengte van de 19 jarigen. Volgens de statistieken nam de lengte
van de nakomende lichtingen steeds verder af. De vereiste minimum lengte voor
Grenadiers zakte van 1, 72 naar 1,70 in 1830 en tot 1,67 in 1866. Oorzaak waren
de slechte levensomstandigheden. Ook in het leger werd men niet gezonder.
Tenminste een Blaricummer werd uit de dienst ontslagen wegens het oplopen van
ongeneeslijk hoofdzeer.
GESCHUTTER
De dienstplicht voor de militie gold van 18 tot 24 jaar. Gedurende die periode
mocht niet getrouwd worden. Dit kon aanleiding geven tot ongewenste situaties,
hoewel de meeste Blaricummers na die leeftijd trouwden. In verband met de
Belgische troebelen
duurde de werkelijke dienst langer dan het verplichte jaar in vredestijd. Na het
23e jaar was men nog tien jaar schutterij-plichtig, ook hiervoor werd geloot. De
schutters waren plaatselijk gebonden en resorteerden onder een schutterij raad.
Het gemeentebestuur droeg uiteindelijk de verantwoording. Bij binnenlandse
onlusten konden de schutters worden ingezet. In 1843 gaf de gemeenteraad van
blaricum in totaal f 25.- uit voor de rustende schutterij, mogelijk om moed in
te drinken. Niet voor niets zong men over deze mannetjesputters: " Wat hebben ze
een branie, wat hebben ze een lef, dat komt van de bitter en het plichtsbesef".

Opmerking:
In de tweede helft van de twintigste eeuw ontstond het verschijnsel WEIGERYUP.
Op woensdag 1 oktober 2008 kon men in de kranten lezen dat geen enkele Nederlandse minister in de verplichte militaire dienst was geweest. Op een enkele uitzondering na,
ging het om weigeryups.
